b18c1 timing help... not enough tension?
Hello,
After battling with my car for some time I figured out that the timing had somehow gone askew. Anyways, I'm trying to tighten down my timing belt and cannot seem to get it to the correct tension. At some point there is always at least one section that is loose. I have it properly routed and have followed these instructions:

As well as my 95 integra service manual (1600 page online one I found)
My method of putting the belt on is the work crank -> tensioner -> water pump -> cams
I then rotate the crank 3 teeth and tighten the tensioner... but it doesn't tension the whole belt, only parts. There's way too much play in the belt (probably 1.5-2'' of play between intake cam and the crank). I find it hard to believe that my belt is stretched... does anyone have a better walk-thru for how to time the motor? Or some things I should look for. I've tried every sequence that I could think of for tensioning the belt, but haven't had any luck... some part of the belt is always loose.
