It's a cornering light. Also called a side fog light, an intersection light or a high speed turning light.

Same as all other cars I've seen them on, they turn on with the same side turn signal and then hold on for about a second after the turn signal cancels out. Then they turn off.

I've never seen those here. I 've seen them in the States on those big *** caddy's and what nots. Must not be a very popular accessary. I still question the legality. I don't think they allow cars with non blinking white lights on the sides of cars here.
