I have a 99 dx coupe with a d15b turbo it was running fine earlier today and i got it in be fore and it wont rev past about 3300 rpm in neutral and all gears it seems like it wont rev up as fast either. I heard it could be the fuel filter but im not sure about that does anyone know what this is

 

Sounds like a bad ECU. You are in "limp" mode.

 

how can this be fixed new ecu? what about the chip in my ecu can it be transfered
