how cold is it out
i had this problem when it was really cold out and it ended up being the battery not having enough cold cranking amps and when it got hotter out it started just fine.

I'd toss ina new battery for starters...when you say you "jumped it" did you hook it up to another car or did you let it roll and pop the clutch? I only ask because people use the term in both ways, and if its the second one, you might need a new starter...

50-60 is nothing for cca then... its something else... try your grounds... i was thinking u were talking 20-30 .. since thats usually the problem here in south dakota... its 10 or 12 degrees cars hate starting... thats why we have to plug in battery chargers and block heaters
I have a 92 integra and mine does that at times as well. What i do is when it acts up i turn the ignition switch to on and wiggle my battery terminals until i hear the door chimmer then it will start. But if thats ur problem i would install new battery cables.
never mind it did it again today around 7am, it was about 60-70 degrees out this morning i left and when i came back around 9am i put the key in and it started rite up w/ no problems, im about to lose my mind, i switched the batteries out with my other car which is an otima red top so i have to wait till nite time to see it it turns on. its so frustrating the same thing i had power on the inside and the radio and all that worked but when i turned the key nothing all i hear is the damn fuel pump

sounds like u need a starter but what i would do is check the wires on the starter for good connection first then go from there but it sounds like starter because u say u here the fuel pump so u got fuel and if it starts sometimes then obviously u got fire.
Bad starter... has to be... or the only other thing that I could possibly think is an alarm that is acting up.. That happened to me once before but I would check out the starter connections first. If they seem to be fine then pull the starter and hook it up to the battery see if it pops out and rotates.
ekmushi mushi...check your clutch pedal position sensor, my ls 92 teg did the same thing and if i would push on the clutch pedal super hard it would crank and start right up for me
