radiator fan will not kick on?!

my car has been sitting for 2 years and everything worked before. im am just now getting it going again but the fan wont kick on. ive let it warm up to about 205 or a little over.
things ive done so far
hooked up power to the fan motor = worked fine
replaced the relay with a good one from another running car = nothing
ran direct ground to the yel/green wire on the fan switch = no fan but relay clicked
tested the blk/yel power wire for continuity at the relay & fan = it was good
any ideas?
on a side note im running neptune rtp on a stock b16 with stock injectors and the stock p30 basemap loaded. although this shouldnt matter though if im jumping the fan switch anyway.

what happens when the 2 wires for the fan switch are jumped? the fan should turn on . if not its a wiring issue just run new wires from the relay to the switch.
