Everything is legal until you get caught. But this is perfectly legal, its just like rebuilding an engine with new performance pistons. You just have to pass your states emissions.

If you were doing a direct swap, a stock B18C1 for a B18C1, as long as you keep the same OBD, then how would dropping a 1994 B18C1 into a 1995 GSR be illegal? I would assume nobody would ever know.
