for aem fuel pressure regulator, manual tells to turn the set screw to adjust the pressure, do I only need to set it when the car is off? or when its at iddle, or certain rpm too?

At idle, with the vaccum line disconnected and plugged. Factory spec is 40-47. With the vaccum line on it will drop.
