I have a 1999 Integra GSR with Ground Control coilovers on stock shocks. I'm riding on 16" Rota Circuit 10's on 205/40 tires. It handles great! But damn, the ride on bumps is horrible! Running over a little pot hole feels like or sounds like a tire blew! Lols, any suggestions or recommendations? I wanted to hear some updated opinions and ideas. Thanks!
Lets see here.
Tires are too small for the car.
Blown shocks are being used with stiff springs.
And you're wondering why it isn't a smooth ride?
You're probably bottoming out. Flushed tires is rather low normally, but flushed with smaller than stock tires is freaking dumped.
Raise the car up to a usable height, and install shocks that can actually handle those springs. Then, go get an alignment and enjoy.

45 series would help out
shocks are most of the problem i'd say
but honestly your just to low for it to matter to much
and yes Koni's are great but a tokito or KYB will work just fine for DD

All of the above is/are true and appropriate remedies. Don't forget, even with the appropriate changes, an aftermarket suspension typically trades off ride comfort for better handling. A fully stock suspension has a more comfortable ride than most aftermarket suspensions. So if you care more about ride comfort than handling, you may want to consider restoring the suspension to stock.
No one has mentioned the possibility that the stock shocks may also need replacement. Shocks can, and do, wear out. There's the old "bounce test" but if the shocks fail that, it usually means they should have been replaced a long time ago.
Also, if you're looking for a softer ride, it would help to swap the 16" wheels for 15" wheels. That will help the ride comfort even more than swapping out the undersized tires. This is basically a function of the sidewall height. Look at the sidewall height for these tire sizes and you'll see how smaller wheels have a taller sidewall:
205/40-16 (undersized): 3.23"
205/45-16: 3.63"
195/55-15 (stock): 4.22"
