reverse lights stays on when car is started and cluster not lighting up
well i picked a shell from my friend last night its a 92 honda civic si. so i put the d16z6 in. started it no problems but when i looked in my rear view and seen white light so i hopped out the car and and seen my reverse lights on. WTF? lol. so it never went away. so after that i checked everything else to see if theres anything else funky goin on on so i turn the lights on and the cluster dont light up. i checked the bulbs and even tried 2 other clusters. none of them work. would any one know the problem to either. thanx.

If you unplug the reverse sensor from the tranny does it turn off?
If it does, its a bad reverse sensor on your tranny. Answer this and if its not someone can help you diagnose more difficult wiring problems...

and about the reverse light situation whenever i take i the fuse 10a for backup light out it go's way but my turn signals dont work. but when its in reverse light says on. where is the reverse sensor on the tranny?
it is the two wires toward the front of the lower side of the tranny, they run inside the tranny through a gromet, they also have butt connectors, make sure they are securely connected

For the gauge lights, check whether the dash lights brightness controller (DLBC) dial is turned all the way OFF and whether fuse 19 under the dash is blown. If those ideas don't help, then remove the DLBC, uncouple the connector, and put a jumper wire between terminals for the Red and Black wires. The dash lights should illuminate at full intensity when the parking lights are turned ON from the combination switch.
Back-up lights:
1) Check fuse 15 again. Use a multimeter to check for continuity actross the two terminals.
2) Troubleshoot the switch. Manual transmission, right?:
