try ultra fine Steel Wool. worked for me.

with soapy water or windex ofcourse.

IMO, I had bad water spots on my windows. My fix was to use cleaner wax on my windows. Cleans them very good, plus repels water.

if none of the above work, you can grab some polish for the stubborn spots. like menzerna nano. but the above mentioned ones should work. just to add one as well to try, i have had good luck with alcohol if they are fresh water spots.
