You can't just put the two positive wires in a positive wire. What did you do with the ground wires from the halos? By only hooking up the positive wires you are not completing the circuit so they will never light.
Also, make sure you hook them up to a 5v source or less.
Most LED's max voltage is 3ish volts. Hooking them up to a 12v power source will cause them to burn in in a couple of months.
Red wires w/ red wires. Black wires w/ black wires. (Are those two white wires w/ the circular terminal the ground for the halos?)

So were those white wires the ground?
I see your signal bulb has 3 wires. I am not familiar with Civics lighting, but had halos at one time myself. I am assuming that bulb can be on all the time but is also the turn signal, correct?
If so, you need to make sure you are tapping into the correct power wire, the one that is on constantly. And how are you tapping into the + wires? You really need to splice into them and hardwire them.

The correct way would be to cut the positive wire going to the bulb, and solder the positive wires from the Halos together and then heat shrink them. Then you do the same for the negative side. However, b/c the white wires from the halos (which I am assuming are ground wires) already have a circular terminal, you can just bolt that to and grounded bolt. Just make sure you sand some paint away to get good contact.
Of course, never let the - and + wires touch.
That should be all you need. Solder the + wires to the red wire going to the bulb.
Use the bolt that is on the radiator support bar that holds your headlight in (a small bolt directly above the headlight) , remove bolt, sand the paint away, and then put the terminal on, and replace the bolt.

ok thank you but the two red wires from the halos were crimped together with a female terminal. so just solder those two together heat shrink to red wire. bolt ground. thanks doesnt sound too hard even tho i went today and took the 2 reds and put them on the battery (+) side and put the ground on the ground side of the battery and nothing happened...
Did you turn the key to the on position? I think they still should have lit up.
The halos could be bad.
Can you put some better pictures up of the wiring on the back of the headlights?
