Default Code 41 o2 sensor heater.

Hi, I'm doing an obd0-1 conversion and this is my last code. ECU is a p28.

This is how I have it wired:

A6-PO2SHTC O2 sensor heating element to heater wire
B1-IGP2 Battery positive from Main relay to heater wire
D14-PHO2S O2 sensor , heated 02 sensor Signal to signal wire
B2-LG2 ground to ground wire

observations:
-no code at engine start, code comes on in about 30 sec
-when code comes on idle goes up
-cel is spastic (is that the right word?) it goes on and off for a minute then stays on
-engine runs full rich when cel is on
-A6 heater control wire doesn't show batt voltage with key on engine off or on, also doesnt show batt voltage at ecu pin

Any ideas? It's a new bosch o2 sensor, the one that I had on there was new too but I thought it might be the problem so I got a new one, same problem.

Is there a way to get the ecu to ignore this or ignore the o2 altogether and run in open loop all the time? My p28 is socketed and chipped and i have a burner.

Sounds like a bad ECU.

wow, that would really suck. I don't have the money for a new ecu right now. is there any other possibility or a way that I can get it to run without the o2 sensor or at least stay out of limp mode?

Not that I know of. The A6 pin of the ECU seems to be the culprit. Make sure it isn't damaged. If it's fine, then you'll probably need to replace the ECU.
