94 integra, ls b18, fresh rebuild, won't start
over the past few weeks, i have tore down my motor and rebuilt it, due to low compression and smoke coming from the rings...
BOTTOM END
replaced the rod bearings and rings...
TOP END
Shaved head .0020"
Had valves ground and seated at machine shop
Replaced valve stem seals
Set valve clearances for Intake, and Exhuast
Put motor back, consulted Haynes Repair Manual when/if any questions came up...
Attempted to crank motor, will not crank.
Double checked timing between cams/crank atleast 3 times... Cams have alignment marks pointing to each other, even with top of head. Aligned crank, using the single dot on the harmonic balancer, and aligning it to the black arrow/mark on the timing belt cover...
Double checked distributor, made sure it was firing #1 cyclinder when motor is in time at tdc.
Swapped out distributor with another car, still no change.
I have done a leak down test on the cylinders, no leak... I started to do a compression test on it, but didn't have the valve stem in my testor... .so i could only get the compression from the first stroke of each piston... but each cylinder got appx 100 psi on the initial stroke.
I have used some starter fluid, to no prevail. I do have gas getting to the cyl
I REALLY DONT HAVE ANY IDEAS.... all i can think of is that the timing has to be off... but i don't see how it could be...
any ideas or suggestions would be greatly appreciated

yea, i mean it turns over fine all day long... no valves hitting at all...
