injectors/fuel pump running constantly! any ideas?

injectors/fuel pump running constantly! any ideas?
I am working on a 96' Honda Civic for my friend. With the key in the on position, main relay doesnt kick off nor the fuel pump or injectors. injectors spray engine full of fuel. main relay is good. it is a d16y7 by the way.
