Is this reasonable?
I have a 2001 Honda Prelude and it has about 80k miles in it. Today, I took it to a Honda dealership and had the timing belt replaced. They also replaced the water pump, comp belt, belt 155(not sure), power steering belt, coolant, and three oil seal. I paid $650 for the job.
Is $650 reasonable with all the work they did to my car?

yep, sounds about right. from the list you gave, i'm guessing belt 155 is the balance shaft belt (if you were wondering). did they replace the timing belt tensioner? that probably should have been done while they were in there. but yes, the cost is on par for parts and labor.
it's good practice; they've been known to fail. although they also revised the design and being that you have a 2001 they may have thought it not necessary. however, i probably would have done it anyway for peace of mind. oh well, i guess if it goes out later you can try and put it off on them.
