Default 99 SI vtec loud but doesn't pull.

My friend has a 99 Civic SI with a fresh JDM B16A swap. The VTEC crossover is very loud but the car seems like it does not pull any harder. Maybe even a little weaker through vtec. Anyone have any ideas? We even tried a different P28 and tried different basemaps but nothing seemed to help.

You've tried different basemaps?
hmm...

what RPM do you have VTEC set to engage at?

You just answered your own question (well, not directly a question, but it felt implied). Fix whatever the CEL reveals. It's quite obvious.

Sounds like a typical b16.
VTEC sounds like an atom bomb but still only has what 114 ft lbs of torque or something close to that.

Why? First, you should put it back where it's suppose to be which is something like 5300-5500RPM.
