Different bumpers question

The answer is no, for the front to fit you would have to swap out the core support, fenders, and hood.

you DO NOT need to swap out the radiator support/core support..Two holes right b/w headlights and grille wont line up properly but you can either bend them or make a new/bigger hole.You need hood,both fenders,both headlights and bumper from 99-00 2/3/4 door(all same front end) to fit into 96-98 2/3/4 doors.And vise versa if you are puting 96-98 front on 99-00..Who does this though

It's no more of a waste than the people who put the '99-'00 front on a '96-'98. The sense in this is that the Si is a '99-'00 model only, and so if one wanted an Si, but preferred the '96-'98 front, this would make sense.
All the other trims (besides the VP) were available with both front ends though.
