for that picture, go to image >>> adjust >>> hue/saturation

from there, go to the drop-down menu and select red as your phase and slide the bars around. if that doesn't work (as it very well may not), you need to select the parts of the car you want to color change and colorize/level change/color balance/hue/sat them until they look right. it takes a lot of practice but it's worth it

do you just cut the area you want to change color then paint over that layer in a solid then change the opacity so that the reflection shows through? or do you cut it out and change the hue and saturation of that layer or are there other ways of doing it

im know photoshop pretty well but i havent tried to edit objects color and such

The way I do it is I just choose the rim itself and then desaturate it (grey) so it gets rid of the color and then do a color change. Then adjust brightness and contrast and hue/sat so it mathces the light.

if its something with a strong color like blue or red, u can use the Image>Adjust>Replace Color tool. jack the fussiness to 200 and use the "Eyedropper+" tool to select the color range u wanna replace with the new color. then just slide the hue and saturation till u get the color u want.

for something with low color saturation, like white, or silver, or black, the method illestjr mentioned works best.
