Yes, it's possible.. I think the Integra utilizes an H3 bulb (although I'm not completley sure.) Alot of pNp companies sell that size H.I.D. bulb. Plug it into a ballast, and connect it to your cars wiring. I'm sure you could do it on the cheap using a pNp kit.
Here's the kit I've seen:

Is it necessary... probably not. There are plenty of people on here who I'm sure will chime in with reasons why not to. It probably causes excessive glare, the fog lights weren't designed with projectors specific for H.I.D. light out-put, etc..

there must be something better for your car that you can spend your money on.
i'll admit i have a pnp kit in my oem projectors, but at least i don't look like a super-douche with HIDs in my headlights AND fogs, which seems to be the trend on raised 4x4's where i'm from..
i was at an intersection one night and saw a police cruiser waiting with some guy in a raised truck right behind him with 10,000+K HIDs in his headlights AND foglights, both which were reflective housings. the cop's face looked straight purple to me! lmao. i couldn't believe the cop didnt do anything about it though.

if you want the yellow look and maybe a little bit better light output (or so they say) i would buy nokya or piaa H3 bulbs for the fog lights. they look great imo, and dont produce as much glare as if you had HIDs. im getting the 4300k H3 PIAA bulbs on automotivelighting.com or ebay.com. theyre only like 40-60$ and look great and last awhile.

damn, does the car in that video have HID in both headlights and foglights? If so, then why the hell can't you see the light from the headlights on the ground?? Just goes to show why those blue@$$ PnP kits are pure junk.
Foglights are pointless with proper HID projectors, and those HID fogs' beam pattern looks ridiculous. My retrofit puts down a beam pattern 3 times as wide as what those foglights are putting out, which is funny because fogs are supposed to put down a short, wide beam pattern.

You're just now seeing that around there? Damn I had ricer blue headlights in my old car 10 years ago. Colored (halogen) headlights have been around for a LONG time.
Its a waste to the general consensus. What you deem to be a waste may not be a waste to others and vice versa. At the end of the day, all that matters is if you are happy with what you've got.

but....
Don't let a forum persuade you not to do something because it's not "what they would do." It's only the internet. Do what gives you sastisfaction with the car. That's the MOST important thing. Without that, you loose the enjoyment.
If you like it, by all means do it. To most it's overkill/waste, to others it might be that next modification to top off the overall look of the car. Some prefer function, some don't give a ****. You can't please everyone, but you can please yourself.
