OBD2 communication Failure?

Default OBD2 communication Failure?

Today I went to smog my stock 98 civic cx. I passed with flying color's, but I failed because my obd2 port is unable to communicate with my computer. What cause's this? Fuse's?If so which one? Wiring? Where should I start. Ive also plugged in my obd2 scanner and it doesn't connect neither. Help me out...

is it a stock motor? u could have a wireing problem maybe

NVM, I figured it out. It was the interior light fuse underhood.
