OBD1 code 41 heated oxygen sensor heater

Default OBD1 code 41 heated oxygen sensor heater

My crx has a gsr swap and converted to obd1 and is throwing code 41 for the o2 sensor heater. The thing is its still getting between 31-40 MPG but I can smell that it is running rich. My question is how is this possible with getting the gas milage that Im getting? I have been told many times by various mechanics that running Chevron 92 Oct. that it will burn out the sensor. What would be the best gas to run in the car then? Im kinda thinking its because that its 2.5 inch straight exhaust (no cat) and that maybe the Sensor is heating up too fast? any input would be greatly appreciated.
