possible to pass state ref in ca with a 00 gsr in 00 ek?
Wondering if its possible because I have an opportunity to pick one up for cheap. Main concern is immobilizer in ecu.
Yes it will pass. You will however need to use a USDM '00 - '01 GS-R ECU (which does have an immobilizer) H-T user Katman has a service where he will remove the immobilizer and replace it with a dummy unit to prevent a CEL.
Assuming that you have a good cat, all sensors, don't have an emissions problem, and aren't throwing any other codes, you will need to have Katman or someone replace the immobilizer with a dummy to get rid of the code that comes from removing the immobilizer.
Last summer, he was doing the service for around $100.

I have a 92 hatch w/ b18c swap and the ref told me I had to get the oem cat from a usdm integra w/ o2 sensor in it. My ecu is a p72? and because of the ? they said it was fine, but the guy basically told me that most of the parts I had on it were not legal, and it wouldn't pass smog. So instead of replacing all the parts, i just registered it in Nevada. The car is also from Canada which didn't help either.

One other note. *some* 6th gen civics had a pressure sensor in or on the fuel tank, the Integra ECU looks for it, if its not there you will have a CEL, requiring you to swap fuel tanks. I'm not sure if it was based on year or trim level or both though.
do you know if obd2a p72 ecu's look for pressure sensor. in my previous not legit set up i had a 98 gsr with 98 ecu and threw no codes. so does that mean i have pressure sensor?
as long as its an OBD2 P72 it will pass. Just get a jumper harness and tuck it nicely so as to hide the harness. Either way, all they do is check that the ECU is a P72.
Its not that simple, at least not on paper. The engine, all sensors and the ECU must all be the same year or newer than the vehicle they are going in. That said i've never lived in California, and I wouldn't be at all surprised if some refs would pass the car with an OBD2A P72 and a jumper harness, on the other hand i'm sure there are plenty of other refs that wouldn't.
