Icon3 sanding bottom frame wheel well paint etc lotta questions help please

ok to start i have parts of the wheel well "black lumpy paint" or w/e that is gone because i use to have too big of tires for tucking tires on and every time i go over a bump it shaves tire AND i notice that i have pieces of that "black lumpy paint" gone because it probably rubbed off

not to mention i have subframe showing because of that

and i have a few scrape chunks on my frame most likely from some speedbumps being higher then my frame itself or big bumps etc

now i have NO idea why ppl say "cali cars dont rust" well apparently its GOING to rust when it rains...

i'm trippin right now cuz its been raining an *** load recently and i have a very detailed movie going thru my head of water slapping against my bare metals and it probably keeps me unfocused driving in the rain when all i see in front of me is a lot of water and fog and cars basically just disappear in the rain.

1) what do i do?
2) do i just sand it down regardless if it looks rusty or not?
3) how do i sand a SUBFRAME its just a small piece
4) where do i get that BUMPY BLACK PAINT is there something special about this paint? i've been told its anti rock chip etc so rocks don't pierce thru and smack paint off to expose metal
5) how do i sand the bottom of my frame and what am i suppos to paint that with
6) i have some small holes from a previous 3 piece spoiler on my rear 1/4 panel, do i just shave the **** outta it and then bondo?

i might be missing a few things but help please

just to give you a little head start.. you definitly want to clean that surface that you will be spraying the black paint thing that you said, which the actual name of it is rubberize undercoating... they sell it at any auto part store.. just go to the paint section.. also about those holes on the body.. you want to sand that down to bear metal and if you have access to a welder tig weld the hole, and then grind it down smooth the area and prep it to be seal and bondo.. thats the proper way to start..

what are all the grits i should be sanding with? should i use water or just dry sand to the metal and then repaint it? not sure on what to do here, never sanded anything but headlight
