help 98 civic ex wiper issue

so when i got to cut my mist or anything but slow on the wipers come up and stop is it the switch or motor?

I would like to help you, but I don't know what you're trying to say.

Wiper motor issues (the return switch in the motor) is common on 6G Civics though.

Are you saying that the wipers don't park correctly at the bottom of the windshield? If so, the problem might be the wiper motor itself, the integrated control unit (ICU), or the wire between the motor and ICU.
