96 civic wont start after swap, help please

Default 96 civic wont start after swap, help please

Alright heres the deal, i replaced my d16y7 swap with a obd1 jdm d15b swap, i reused my y7 harness and extended the needed wires and did the iacv mod, i used the guts out of my y7 dizzy and put them in the z6 dizzy, i also have a p08 and a p28 ecu with the obd2a to obd1 conversion harness, with all this together my car will not start for the life of it

Things i have tried>

im getting fuel to the rail, ive pulled every plug and grounded them and im getting spark to every one, ive checked the three grounds a million times, the only check engine light is for vtec, but i havent wired that in yet, im using my known working injectors out of my y7, the car also wont start with the original obd2a y7 ecu. I have also checked to make sure my timing marks are on point and they are.

Basically im getting fuel, spark, air, and my timing is correct, and ive tired three different ecus, so now im stuck.

Any ideas would be great for what to look for, ive been qouted 250 bucks for a ex engine harness from a local scrap yard and thats looking like its the only thing that could be wrong with it but i dont want to spend that money if i dont need too

Maybe ive over looked something or there is something else i need to do for a obd1 d15b to work in a obd2a car

Lastly ive looked at all the threads pertaining puting obd1 motors in obd2 cars so please dont tell me to look at them

Any help would be nice

When you swapped the guts between the distributors, did you make sure you got the 2 pronged drive on the right way? you can 180 it out where its attached to the shaft with the pin. Should still fire, but the ignition timing will be off 180 degrees.

I have a d15b with a z6 head not sure what kinda of dizzy p2p ecu cranks and run my car but it’s running bad I have a p28 with d15b Vtec chip and it will not crank
