How exactly is Matte/Flat Black made?
There are two kinds of flat paint (as far as I know.)
The first is a regular base coat/ clear coat, where you add a flattening agent to the clear to get the effect. How "Flat" the paint looks is up to you depending on how much flattening agent you add.
The other I know about is a pre-flattened single stage catalyzed paint which you spray on and let dry to a satin finish.
The only problem with flat finishes, is that you can't sand and buff the final finish. So, if something happens, say, you get a run in your paint, you either have to syringe the paint off while it's wet, or let it dry completely, sand out the run, scuff the entire panel, and re-spray.
The pre-flattened paint I wrote about is here:

looks like they sell the whole kit together, paint, reducer, hardened, and some paint cups and stuff for 170 bucks.
I think the flat paint is cool, but I'm a sucker for shiny things.
