Default Cooling fan not always coming on?

In my turbo LS my cooling fan was not coming on, checked out the fuse and it was blown. replaced fuse and it worked, now today i let it idle for 10 minutes and it never came on, but then again the temp still stayed on the cold side a bit. What couldve blown the fuse, is it the fan going bad? lemme know guys. thanks

It could be excessive resistance.
A relay going bad or a short can cause resistance.
