Occassionally my 90 integra rs has been doing this over the past year, maybe 20 times in the past 6 months. I go to start my car (clutch in) (fuel pump primed) it just does nothing as if the clutch isnt in, but it clicks when i push in the clutch so its nothing to do with that. I ussually just roll it down the driveway and pop start it if im in a hurry... Today i was in the street with no hill so i just kept trying and trying and nothing happend, eventually i took out the *starter signal* fuse and put it right back in and blamo! it started right up. But still continues to occasionally not start
Is my problem a relay?

Any help would be appreciated, broke college student
