how to install rear lip ek?

how to install rear lip ek?
I was going to put an aftermarket lip on my 2000 hatch, Then i saw a Oem rear one for sale for 150...
My questions are.
1.was 150 a good price brand new never mounted.
2. There is tabs across the lip for bolts, on the inside of my bumper are there marks that tell me where to make holes to put the bolts thru?
