Waste gate questions

So on the top of a tail waste gate what is it spose to hook up too? I know hier is a line but what does it hook up too? Thanks

the top port is used with a electronic boost controler i believe. otherwise it should stay open and not plugged up.

But air line goes into the boost controler?
