electrical issue

Default electrical issue

sup guys, I was doing some tests to my 90 civic and came across a problem. With the negative batt. cable disconnected i ran a test light from the neg cable to the neg. post.
The test light was on. So this means I have a short somewhere, correct?

So i realized i do have a short, the wires causing it are the big whit/red coming out of the engine fuse box and a small wh/grn wire which is for the hazard fuse also coming out of the engine fuse box. Im stumped on what to do. Both wires have continuity into the car. help me out.
