d15b7 high idle

i cleaned out the iacv thoroughly and checked for gasket leaks by spraying brake cleaner on the mating areas. the idle screw is also set to the lowest. what else could be wrong? im stumped.

Fuel filter, Fuel pump, Timing, air filter.

Does it idle lower when it gets warm or idle high all the time?

idle high all the time (3k). the car warms up to normal, but takes a while. maybe about 3-4miles of driving. if i have the car in drive the idle drops to 1.5k.

If the idle screw is set to the lowest, what happens when you set it to the middle or highest?
