Um, why the stock springs and retainers in your fully built motor?
How many pounds do you plan to run and what turbo?
If it's anything like that dart block is meant to handle, you'll hold a valve open and kiss it with your piston and buy buy block.
Buy some aftermarket springs and retainers that suit your application needs.
If it's a drag car, no need in reving to the moon and back if it's not making power.
I stopped making power at 8400 so I revved it out to 8600 and capp'd it.

If i'm not mistaken the CTR cams are the same as 00-01 ITR cams. Should be the same as stock ITR, not making much power past stock redline
