is it a direct bolt on swap? can you retain cruise control and air bag?

S2000 steering wheels have a different spline count, they don't fit the column, they will fit on a '96 - '00 civic though.

doesn't the wheel have to be from an ap1 s2000 at that

No, well I mean I may be wrong in what I think the differences between AP1 and AP2 stering wheels are, but if I am correct I have an AP2 wheel on my 98 civic.

Is the AP2 wheel the wheel that has a seperate "cancel" button on the cruise control switch? If so then yes that is what I have.
