As all the other senior and educated HT'ers would say is that it is true that they can not fix your camber unless you have some type of camber kit installed on your vehicle.
Yet, they would say to get it aligned for your toe and no matter what negative camber you have, fixing the toe will greatly reduce the tire wear you will have in the future.

Take it back to Pepboys and just tell them you want your toe dialed in to zero, that should save your tires. Most shops will tell you to get a camber kit when they see a lowered car pulling in cuz they'll automatically think you'll want your camber at zero... but I know many that ride on major camber with zero toe that never has any issues with tire wear...

If they insist that they "can't" align the car without a camber kit, then they are idiots, and you should take your car somewhere else. Negative camber is NOT the cause for your uneven tire wear, it's the toe-out on the tires due to lowering. Any competent shop can and should set your toe to factory specs, which will pretty much eliminate uneven tire wear.
However, depending on the shop and their equipment and how low your car is, there could be problems getting the car on the rack, or getting the laser equipment to see across under the car. I used to always have to remove my front bumper to have my car aligned, and that was just when I was on H&R Sport springs.
