Horn/Cruise Control not working on 98 Gsr

Horn/Cruise Control not working on 98 Gsr
I seem to be missing something here because there are no wires going to the SRS reel. What am I missing here? I looked on AcuraOemParts.com but the picture is unclear.
This wire was just tucked in there
There are 3 wires with a connector and plugged into a plastic blockoff piece of some sort with another 2 wires going into it
Nothing connected to the srs reel and no those plugs won't fit.
Wires are coming from it though
