How can I find Cam TDC without using cam pulley marks

I'm trying to figure out if the TDC on the cam is set correctly on this d16z6 head. Looking at the cam pulley, it has the two even side marks and the "up" mark, but it does NOT have the 3rd bottom mark which is the mark used to align TDC with the marking on the back cover (which I don't even have). All it's got on the bottom of that pulley is a mark indicating "1.6". The shop manual mentions nothing of this "1.6" mark and according to the picture it just shows a slash. So I am unsure if I am somehow supposed to use the "1.6".
So I was wondering if there is another way to figure out TDC on the cam without using the markings. Like how you can use a long screw driver in the #1 chamber to see the true TDC of the crank.

Take your spark plugs out, place a long screwdriver in #1 cyl. Turn the engine by the crank. Watch the handle of the screw driver when its at the highest point just before it drops back down your at tdc.

I'm talking about the CAM PULLEY not the CRANK. To set TDC properly you have to have the CRANK PULLEY at TDC (crankshaft) then the CAM PULLEY (camshaft) at TDC.

You see how on a d16z6 you do not use the normal two TDC marks to line up with the cly. head surface, you're supposed to use the bottom TDC mark to line up with the pointer on back cover.
NOTE how the other two marks DO NOT ALIGN with the cyl. head surface as the cam pulley is set to TDC.
Problem is, I don't see that mark nor do I have the back cover to align the pointer. All I got is this mark that says "1.6", I have a feeling that might be the mark BUT how would I confirm the TDC? Probably have to remove the valve cover and stare at the camshaft?
