Fog lights!!!driving me nuts!!!
OK I HAVE A QUESTION. I GOT 89 PRELUDE FOGLIGHTS ON MY 88 EF HATCH. YOU KNOW THE CHEAPEST AND MOST AVAILABLE ROUTE TO GO IF YOU ARE TRYING TO HAVE A JDM LOOK WITHOUT CONVERTING THE FRONT END. ANY WAYS I HAD TO CUT THE BUMPER AND MOUNT THE LIGHTS AND EVERYTHING. MY FOG LIGHTS HIGHER THAN MY HEAD LIGHTS. WHEN IM DRIVING ON THE FREEWAY THE SIGNS UP TOP THAT TELL YOU EXITS ARE YELLOW. ARE FOGLIGHTS SUPPOSED TO SHINE HIGHER THAN HEADLIGHTS? ARE THEY SUPPOSED TO SHINE TOWARD THE GROUND? OR ARE THEY SUPPOSED TO SHINE STRAIGHT AHEAD? OR EXACTLY WHERE HEADLIGHTS SHINE? HERE ARE SOME PICS OF THE CAR. IF YOU LOOK CLOSE ENOUGH, THE LIGHT ON THE CURB IS BLUE AND THE YELLOW FADES OFF INSTANTLY. HEADLIGHTS ARE 30K HID AND FOGS ARE 3K HID

There should be an adjustment screw or way to slide the top of the assembly forwards to tip the light downwards. Not knowing how you did the modification I can't say what to do, might be the housings are upside down...

Fogs shouldn't be in the air like that, but then again you do have HID fogs so... But they should be from the ground up to about where your headlights start and then wider than your headlights. Your HID's are blinding the world!
