probably depends on your local emissions rules but if you have a cat it should pass the sniffer.

In Calif. you should have no problems as long as your running a cat.

a header needs to have the e.o.# intact to pass the visual inspection.
a catback should not affect tailpipe emmisions, engine will only sound louder than oem at certain rpm's

the dcrh deletes the cat and your gonna have to custom fit a hi flow cat. or get a cat and have a separate mid-pipe. thats what im going to do.

im gonna get a cat and have it added to my stock piping, and im gonna try to get a megan racing mid pipe or custom one with no cat.

that depends on local rules. nobody can accurately answer the op's question except somebody that lives in the same county as him. where i live all they do is plug their little machine into the obd2 port; no visual inspections or sniffer tests. i passed emissions on my 99 gsr with a straight pipe using a defouler. if i get a header for my civic i'll definitely be getting one w/o a cat.
