My problem is I got another power steering pump because mine is leaking and making noise. So, I changed the seals in the ps pump I bought from someone, but now it won't or barely spins after I put everything back together. Mainly, when I tighten the bolts back on the seal cover. Is it because there's no fluid in the pump yet and not on the car? Please can someone help before I put this pump on my car and then have more problems!
