is the voltage getting to the starter when you turn the key ? you'll need a test light and somebody to turn the key (if it is then I would say clean and check the ground wire at battery and block) if its not then you need to find out why the voltage is not getting to the starter from the ignition switch things such as a broken wire a blown fuse ect...and of course did you bench test the new starter prior to installing it occasionally new parts are bad to not that often but it does happen

Did you change the starter selenoid when you changed the starter?? Also make sure that your battery terminals are clean and have a good connection. You problem sound like a bad battery or selenoid.

Yeah I cleaned the terminals, checked the ground wires and even reattached and sanded the surfaces, and I checked all the fuses as well. I also changed the solenoid when I replaced the starter. I didn't complete fix it but I have a running car again. I just ran a push button off the starter into my car to bypass it so that will work for now as long as it drives. But let me know if anyone has anymore ideas.
