I would test it first. Here is a link to the service manual

http://hondatech.info/downloads/Auto/Manuals/Civic/

Who is this mechanic? And what kind of motor do you have? How does he know that your VTEC solenoid is not engaging?

VTEC will NEVER engage when it is under zero load, so if this guy revved your VTEC up to 5k RPM and said it doesn't work, he is full of it.

Also, your car may be in limp mode. VTEC doesn't engage when it is in limp mode either. Is your check engine light on? If you have a check engine light, chances are that your car is in limp mode.

Do not just start replacing parts because somebody THINKS that you're VTEC solenoid is no good. Always run a test before you go out and start throwing away time and money on new parts if it is possible.

as he said, test it out first before you go purchasing parts and possibly spending money on things you don't need to.

Malfunction Indicator Lamp (MIL) indicates Diagnostic Trouble Code (DTC) 21: A problem in the VTEC Solenoid Valve circuit.

You have to follow the troubleshooting flowchart that D16SiHatch posted for you. leaving your car in neutral and opening the throttle until you hit 5,000 rpm will not tell you anything about the condition of your VTEC soleniod. Do you understand how to read the flowchart? I'm getting the impression that there is some kind of language barrier here because you don't seem to understand the clear instructions we have given you. Perhaps you can find a friend to translate what we have written for you...

I have 1999 Honda civic just bought it and hooked it up and the computer is reading lock up control so I installed another one still having the same issue went to fuse 15 and there was a 20amp fuse witch should only 7.5amp so I fixed that but the problem continues. Any help? I checked the clip to the solenoid and its looks kinda burnt. Possibly need new wires?
