speedometer/odometer not working, vss?

It sits at 20 when the car is on or off. Everyonce in a while it'll kick on and both will work but then will stop. If it's the vss the cel would be on correct? Mine is not. I searched and found that it's either the cluster or the green circuit board on the back? I should probably just replace the cluster? that would probably be the easiest route.
I would replace the circuit board by buying a whole used cluster from Ebay. This will keep your odometer the same and no need to bother with the DMV.

That way you avoid rooting around inside two cluster assemblies.

I ended up ordering a cluster off ebay with 102k on it for 84$
I'm just going to install the new one and when I sell the car, show the old cluster and the receipt with the miles on it for the new one.
Shouldn't be that big of a deal?
I'm not looking forward to putting the new one in, it looks like a pain from the writeup on here
