changed vss, speedo still doesnt work
my brother has a 1998 civic dx 4 dr, 5 spd.
the speedo didnt work (needle stays at 20 when car is on)
so i got a new vss, put it in, and it didnt change anything. Does this mean i should change out the cluster now or what?

did you test the vss?
did you have a cel for the vss?
if you have access to another cluster i'd try it first.
also try taking the needle off your cluster and putting it back on...
only put it on while the cars on.

Re: (GarageAlchemist)
sounds like a bad cluster. This happened to me, and I had an extra VSS, so I swapped them out, and it was the cluster that was messed up. The VSS is electric, BTW.

Got my vote for a bad cluster or at least the part that the speedo's on. Swap it with a known working one from any 96-98 civic and see if the speedo works...even if it's only temporary you can see if it narrows it down.
