We need a little more info on what your trying to do? Drag race, autocross, streetcar??? There are tons of options to get you to 300 whp. Give us some more info we can help out a little more.

From what I know, koni shocks/discs don't help with a turbo setup's reliability. Just safety

If you build it, 300hp isn't a problem. 3" exhaust, decent exh manifold, aftermarket cam/intake mani and a t3/t04e is about all you'd need (besides fuel/MAP/ecu stuff). A 50trim will be more than enough for 300whp, maybe a 46trim. A 60trim T3 can get you to about 300whp if you push it enough. That would make it a bit more fun on the road, as it would spool faster. A stock head/intake would require closed to a 57trim to make 300whp w/o cranking the boost.

I would honestly recommend you do with a D16 instead, since the benifits of the D15B are all in the stock components. The valvetrain is the RPM limitation, not so much the rod/stroke ratio. If you plan to boost it stock, the build, get a small turbo like a volvo/saab ".42/.48" 50trim T3 until you build it.
