Default 92 civic./ zc need help

ok so when i was trying to time my dohc zc in my civic the belt just wouldent tighten so when i went to tighten my belt tensioner the bolt would get a little tight then loose aagain so i pulled the bolt out and there were aluminum shards on it. soo im guessing the threds in the block got stripped out. what should i do?
pack some quick steele in the hole and drill and tap that? [= j.k that was just an idea off the top of my head. cause i cant get an oversized bolt because of the groove in the belt tensioner pully only fits one size bolt in guessing

oh and there was always a loose side on my timing belt. is that because of the tensioner not being able to get tight?
