Hi first thank you for reading my post

i have a Honda accord 2004, this started this morning. I would signal left or right and I will hear a herrrrrrrrr sound and the dashboard signal lights would blink fast and then fades away. Every other lights work fine. I turn it off and then on again..it happens again.

The signal lights are working fine from the outside just the dashboard problem.

I took it to a mechanic he say the bulb is does not work and want 120 dollars because he need to take the dashboard out.

Is this right? I am a student so i am a tight budget.
