Icon2 Headlights Tail lights Speedometers All Dim/Flicker

So I'm a bit confused Ive owned my 96 Civic HX for about 5 years now and I have never had any problems.. as of late(for about 1 month or so) the Headlights Tail Lights and Speedometer basically anything that lights up dims or flickers I guess you can say every 15 seconds I guess you can say. Anyone know why this is happening ?

Check whether fuse 15 is blown and read this:

Read the TSB. If you replace the fuse and it blows again immediately or later, then you likely have a common short circuit problem in the wire harness near the intake manifold bracket.

Is the CEL ON?

I'm having the same problem. I know it's not the alternator, and I just checked all the grounds and it is still doing it... I have a CEL on but none of the codes read for that. But yea, I have a 2000 Civic Si and it dims, and then gets bright.. stays bright for like..10-15minutes then all of a sudden dims and it just fluctuates like that. I'll have to check FUSE 15

I think I have the same problem (when my lights worked).

They are on, but they like dim and come back and dim and come back repeatedly, as if the ground is not good. Its a constant fluctuation. Is that the exact problem you are having?
