1.6 head on 1.5 block now throws code 48

1.6 head on 1.5 block now throws code 48
The block is d15b7 and the head has p08-5 stamped on the front by the headers. The car ran fine for a few years, BAR'd and passed smog until now. It failed smog with high NOX and a code 43 Fuel System and was sold to me as-is.
Any help would be appreciated.
