Default Bizarre problem with tail lights 90 civic sedan

Ive got a 90 Civic Sedan and its got a really weird problem. The Tail Lights and front corner lights do not work when the engine is running. They come in when the car is not running, but If you start it and put it gear they both turn off. I checked at the fuse with a multimeter and found there was no voltage with the engine running. I took out the light switch and checked it, it seems OK. this has got me stumped, I guess there must be short somewhere or possibly a relay thats messed up? Has anybody ever run in to something like this?

Very weird, not sure what that can be except for a bad ground somewhere...

I should also mention that the brake lights and head lights work fine
